Nazjatar PvP Event Balance and Alternate Event

Blizzard has just announced changes to Battle for Nazjatar, the World PvP event that happens every three hours in Nazjatar. After many complaints from players about unbalanced shards, the Battle for Nazjatar event will now only happen in shards where there is a balanced number of Horde and Alliance players.

Unbalanced War Mode shards will instead have the Azshara's Elite Commanders event, which usually happens on shards where War Mode is off.
