Patch 8.2 Hotfixes for July 12th - Beguiling, Blingtron 7000, Rank 3 Rustbolt Essence

Blizzard has posted hotfixes for July 12th which includes a nerf to the Beguiling affix, a nerf to the number of Galvanic Oscillators needed for the Rank 3 Rustbolt Essence and an upgrade to the Blingtron 7000.
