The Mysterious 8.1.5 Dark Ranger Velonara Quest in the Scarlet Halls

One of the curious additions in the 8.1.5 data is the hint of a Dark Ranger questline taking us to the Scarlet Halls. While we've played through many new stories in 8.1.5, like the War Campaign, Feathers, Magni, and Hati...this Dark Ranger questline has eluded us.

Could this be related to a secret, or the start of an unfinished questline planned for a later patch in Battle for Azeroth?
