Upcoming Small Glimmer of Light Proc Nerf on Rise of Azshara PTR

The Glimmer of Light proc will receive a small nerf in an upcoming Rise of Azshara PTR build. Numbers are not yet final, but this should be small enough to not disrupt its status as a viable "in" build.
