The Ever-Rising Tide Essence has the following effects at each rank:

Major Power (Instant, 30 sec cooldown)

Rank 1: Overcharge your mana for 10 sec, causing each spell you cast to increase your healing by 3% stacking.
While overcharged, your mana regeneration is halted.
