8.2 PTR Build 30774 Class Changes - Glimmer of Light Nerf, Arms Warrior and Vengeance Meta Buff

Another 8.2 PTR build is here, and even though players were hoping for a release date with the end of season announcement, we're still getting test builds!

This build includes the previously-announced small nerf to Glimmer of Light and buff to Arms Warriors, as well as a buff to Vengeance's Metamorphosis. Many Essences also received significant tuning changes.
