Patch 8.1.5 Hotfixes for April 23 - Shadow Priest Nerfs, Increased WQ iLvl, Harbinger's Inscrutable Will

Blizzard has released today's hotfixes which confirm yesterday's class changes, increase the Item Level of rewards with the release of Crucible and fix an unintended interaction with the Harbinger's Inscrutable Will trinket.
