Similar to Dwarves and Blood Elves, Gnomes and Taurens should be able to access this quest relatively easily--there aren't elaborate unlock requirements like Allied Races.

Gnome and Tauren Heritage Armor Coming in Rise of Azshara - Now in Dressing Room
Gnomes and Tauren will receive Heritage Armor in Patch 8.2. These sets, originally previewed at BlizzCon 2018, are now available in our PTR Dressing Room.
