Class, Azerite Essence, and Spell Changes for 8.2 PTR Build 30262

Datamining continues with the latest class and Azerite Essence changes for 8.2 Build 30262. Many of these changes were documented recently by Blizzard including changes to Frost and Unholy Death Knights, Guardian Druids and Vengeance Demon Hunters, as well as tuning some Azerite Essences.
