Blacktalon Agents of Wrathion in Rise of Azshara

Wrathion, the enignmatic Black Dragon, has not been present in Battle for Azeroth. However, his Blacktalon Agents have been popping up in BFA, including several appearances on the 8.2 PTR. Let's review all of their locations from 8.0 and Rise of Azshara, as well as Wrathion's possible motives.
