Blacktalon Shroud - Wrathion Legendary Cloak in Visions of N'zoth

In Patch 8.3 Visions of N'zoth, a new Legendary Cloak will be available for players to obtain and upgrade called the Blacktalon Shroud. This cloak will be useful in Horrific Visions and even the raid!
