Wands Can Be Transmogrified Into Legion Artifact Staff Appearances

Blizzard has announced in hotfixes that wands can now be transmogrified into Legion Artifact staff appearances. At the start of the Shadowlands pre-patch, Blizzard introduced the option to transmog wands to 1H weapons, but this left out some iconic artifacts for casters.
