Hotfixes for October 23 - Mythic Ny'alotha Nerfs, Wand Transmogrification

Hotfixes for October 23 include the previously announced Mythic Ny'alotha nerfs, additional nerfs to Carapace of N'Zoth, and a fix that allows wands to be transmogged into Legion two-handed artifact weapons.

The Enhancement Shaman Hailstorm fix is a quick response to a video released by Rextroy this morning, where he would combine the effects of the glitched Hailstorm talent while speccing Elemental to one-shot people.
