Bursting Affix Nerfed in Shadowlands Pre-Patch - Scaling Damage Capped at Mythic +15

Next week should have the Bursting affix in Mythic+ on live servers and the Shadowlands Pre-Patch has brought some changes to the Bursting Affix. Bursting is now a Magic debuff dealing a flat amount of damage, but there seems to be an undocumented mechanic preventing Bursting damage from scaling with Key Level beyond Mythic +15.
