Horrific Vision Rewards Are Awarded at Specific Milestones, Not RNG

Blizzard has provided more details about how Horrific Vision rewards work. These rewards are not random, but are awarded at specific milestones once per week.

Each of these rewards can be obtained once per week. If you've already obtained a reward for that milestone, it'll try to award you with a reward on the next milestone down. If there are no rewards available, you will not receive anything.
