This week's build added Valor to the 9.0.5 PTR, and while we cannot yet actually upgrade items, we have found a new NPC in Oribos and can see that the currency will have both a weekly and total cap. Ko'tul the Exchange Specialist is located next to the Great Vault and appears to sell crafting materials in exchange for valor.
