In an interview with the German website Vanion, Senior Game Designer Jeremy Feasel revealed Blizzard intends to add options to solo queue for Island Expeditions and BFA LFR Raids, but not Warfronts. There are technical difficulties when implementing solo queues for Warfronts, so they are not sure if it will be possible to implement.
