Seal of Blood and Seal of Vengeance Available to Both Factions in Classic The Burning Crusade

With Classic The Burning Crusade, Seal of Blood and Seal of the Martyr will be available to both factions. Players will get the opposite faction Seal at max level, keeping some of that faction identity while leveling, but not creating imbalance at max level.

This change is important because Seal of Blood is way stronger than Seal of Vengeance, which originally made Horde Paladins way better than Alliance Paladins during The Burning Crusade.
