Patch 8.3 Mythic+ - Item Level Changes, "Bob" Deplete Buff

Patch 8.3 Visions of N'Zoth is launching soon and item levels from Mythic+ will be changing when Season 4 starts. In addition, the "Bob" deplete buff has returned on the PTR, but... there's a catch.
