In what is almost certainly a bug, the newest version of Engineering crafted Azerite helmets have secondary stats on the 8.3 PTR! Only the newest tier of crafted helmets are rolling stats, but this is a departure from the norm, as Azerite items throughout Battle for Azeroth have intentionally lacked secondary stats so as to not further complicate gearing issues already presented by juggling Azerite bonuses.
