Sanctum of Domination New Raid Trinket Effects in 9.1 PTR Build 38511

The latest 9.1 PTR build has added procs to the Sanctum of Domination raid trinkets. Previously, Blizzard only wrote vague descriptions on the items, so we are taking a closer look with the proper effects now.
