Winter Veil Daily Gift in Shadowlands - Rare Stolen Gift Requires Level 60

With Winter Veil starting today for all regions, players have noticed that only max level characters are now able to obtain Stolen Present from the daily quest You're a Mean One... in Shadowlands.

For previous expansions, players could obtain Stolen Present while being at the max level of the previous expansion, i.e. level 90 during Warlords, level 100 during Legion, or 110 during BFA.
