Rextroy is back with a way to deal massive damage to opponents in PvP through Whirlwind, featuring the Inscrutable Quantum Device, Collateral Damage talent, and Merciless Bonegrinder conduit. There's two setups included in the video guide, simple and advanced, in case you'd like to try this yourself.

While the video setup is designed for World PvP, the description notes at the end that elements can be adapted for Arena as well.
