WoW's 16th Anniversary Buff Only Gives +15% Quest Rep & Experience

The 16th Anniversary Event is now live, granting a +16% experience and reputation buff for all players. Interestingly though, it's been discovered that quests only gain +15% reputation and experience, while the full +16% is given for mob kills. Tested in game, and verified by the spell data in our database, this is almost certainly not intended and just a small oversight, but it is somewhat interesting nonetheless.
