Greatfeather Pepe Missing from 2019 Feast of Winter Veil

Santa Pepe is coming to town with a new costume for Winter Veil, but it appears he's only on the 8.3 PTR for Winter Veil 2019, not live servers. As the holiday doesn't have a ton of updates this year, a new Pepe costume would have been a welcome addition.
