Currently in Rise of Azshara, the embassies are filled with important NPCs, each of whom has a unique recruitment scenario. For example, Eitrigg starts Vision of Time for Mag'har Orcs while Moira Thaurissan starts Blackrock Depths. However in Patch 8.2.5, all of these NPCs are gone--only Aysa Cloudsinger (A) and Ji Firepaw (H) remain to help you recruit the races.

The Stormwind and Orgrimmar Embassies have received some NPC changes on the 8.2.5 PTR.
