Patch 9.1 Hotfixes for August 13, 2021 - Windwalker Monk and Sylvanas Bug Fixes

Blizzard has posted hotfixes for August 13th, 2021 which includes a fix for Windwalker Monks doing too much damage with Storm, Earth and Fire and fixing a bug where Sylvanas' Veil of Darkness doesn't impact any targets.
