Legendary Cloak Proc Draconic Empowerment Stealth Buffed

The Legendary Cloak Proc, Draconic Empowerment, obtained at Rank 12 appears to have been buffed at some point recently, increasing the amount of Primary Stat gained from the Proc.

Earlier in the week, we documented that the Rank 12 Cloak proc increased your primary stat by 3,386. Today, this proc was changed to 3,648 primary stat at some point.
