Not sure if anyone cares, but...
1) Find a GS in your area that has the Disney Infinity 2.0 Marvel Superheroes pack for Vita. It is currently selling for $25.
2) YMMV part: Ask if you can (in the same transaction) trade the Vita game and base in toward the item. My GS allowed it, and in fact, the cashier was the one who suggested it when I said I didn't have a Vita. The base price for each was $4 (PUR added $0.80 for a total of $8.80).
3) If step 2 doesn't work, you can simply open the box in the store (after paying for it) and trade them in on the following transaction toward something else, a preorder, etc.
4) After Ohio / local sales tax, my total was exactly $18. I was left with the figure, the clear game world / level thing, two power discs, and the card.
