We datamined this new PvP trinket Unchained Gladiator's Shackles on the latest 9.1 PTR build. It's not currently showing up on the vendors just yet, so things might change before this trinket goes live.

Unchained Gladiator's Shackles - Use: Shackles an enemy, stunning them for 4 sec. You are slowed by 50% while shackling. (3 Min Cooldown).
