Shadowlands 9.1 PTR Build 38549 Recap - Raid Testing and Covenant Legendaries

We are recapping everything that was added and updated in the third Chains of Domination update, Patch 9.1 build 38549. This past week's build is a relatively small update, but includes a look at several new raid bosses and some updated covenant legendaries!
