Potion of Phantom Fire More Consistent on Average in Patch 9.1

In Patch 9.1, the Potion of Phantom Fire has been retuned to deal half the damage but have proc twice as often.

This change will make it be more consistent on average, which was one of the issues with the potion in Patch 9.0.

Potion of Phantom Fire   Your attacks and spells have a chance to send out a fiery projection at your target dealing 3130 Shadowflame damage. 1565 Shadowflame damage.
