Datamined 9.1 PTR Hotfixes for Build 38709 - Priest and Hunter Legendaries

Before the weekend, Blizzard pushed some hotfixes to the 9.1 PTR which updated some Covenant Legendaries for Priests and Hunters and changed some values on PvP talents.
