Reputation Vendors Sell Some Legendary Power Recipes in Shadowlands

There are four legendary power recipes which require reputation to purchase in Shadowlands. Previously, we documented recipes from PvP vendors, also added in the most recent beta build.

From Lordmon's Interview, Legendaries will have unlocks similar to Essences, where you know exactly what you need to do to unlock that power for crafting legendaries. This seems to indicate that you will only be able to get the Legendary Recipes from one source, unlike Conduits which will have multiple sources.
