Relic of the Past - Increase the Item Level of Low-Level Crafted Gear in Shadowlands

One of the downsides to crafting armor from earlier expansions is that the gear serves no practical purpose, only useful for transmog. However in Shadowlands, you can add a Relic of the Past to low-level crafting armor, greatly increasing the item level so they remain viable for higher-level characters.
