Target stores have a 45% off Cartwheel running for 45% off all Starter Kits. You can (possibly) price match to Toys R Us and then add your cartwheel to make it $21.99.

 

PLEASE NOTE: The point of sale system will allow this stack but it is in their price match policy that they can deny it. So if it doesn't work at your store, they are simply following policy. The free figure would be ineligible for price matching too, so I wouldn't push your luck with that...
